Tower Hamlets Council has approved a new contract for the maintenance and repair of its buildings and parks infrastructure, aiming to enhance efficiency and deliver better value for money.
The decision was made at a Cabinet meeting on Friday, 27 March 2026, where councillors authorised the award of the General Build Measured Term Contract (MTC) to B&M McHugh. This new contract will see B&M McHugh responsible for a comprehensive building fabric works and reactive repair service for the Council's corporate buildings and parks infrastructure. This includes day-to-day planned maintenance, reactive repairs, and building works.
This move to a single, dedicated contractor for essential maintenance and repairs is intended to streamline services and move away from the previous reliance on repeated one-off quotations. Councillor Saied Ahmed, Cabinet Member for Resources and the Cost of Living, highlighted that this approach is designed to improve best value for the council.
The contract is valued at an estimated £1.4m to £1.6m per annum, with a maximum value of £8m over its duration. It is structured on a two-year term with the option for two one-year extensions. To ensure this estimated annual cost remains within budget and delivers genuine value for money, the council will carefully monitor both revenue and capital spend, as noted by the Chief Finance Officer. This is a call-off contract, allowing for precise expenditure tracking.
The procurement process for the General Build Measured Term Contract (MTC) was approved by Cabinet on March 9, 2022, with the Invitation to Tender (ITT) issued on May 8, 2025, and closing on June 16, 2025. Outcome letters were issued on November 21, 2025. The report presented to the Cabinet sought approval for the contract award.
