Brent Council has approved a significant restructure of its Adult Social Care management team, reducing the number of senior managers from five to two. The decision, made by the General Purposes Committee on Monday, March 30, 2026, aims to enhance focus on the customer journey and clarify roles within the department.
This restructuring will result in one voluntary and two compulsory redundancies. The council will cover the notice period for these redundancies to facilitate the implementation of the new structure by April 1, with associated costs falling within the new financial year. The approval for severance and pension strain payments related to this restructure can be found in the Adult Social Care Senior Management Restructure Approval to make Severance and Pension Strain Paym.
Councillor Harbi Farah expressed concerns regarding the impact of senior management departures and the CQC's required improvement
rating on service continuity. In response, the report author explained that the restructure is a key driver for service improvement. The previous structure had a lot of senior managers that are overlapping portfolios, and it causes a bit of confusion and lack of clarity around who should be doing what.
The new model will concentrate on the front and back ends of the customer journey. The two remaining senior managers will function as deputy directors, with service managers reporting to them to work specifically with individual services. This aims to clearly delineate responsibilities and avoid the previously identified confusion. The increase in service managers is intended to compensate for the reduction in senior roles.
The committee approved the recommendations related to this restructure, as detailed in the Public reports pack Monday 30-Mar-2026 09.30 General Purposes Committee. Further details on the approval to make severance payments can be found in Approval to Make Severence Payment.
