Brent Council has approved a new strategy to increase the supply of temporary accommodation for homeless households by entering into long-term leasing agreements with private sector providers.

The decision, made by the Brent Council Cabinet on Tuesday, April 7, 2026, aims to address a significant rise in demand for housing support, with approximately 170 households approaching the service weekly. This surge is attributed to rising rents, a shortage of affordable homes, and an increasing number of residents with complex needs.

Councillor Fleur Donnelly-Jackson, Cabinet Member for Housing, presented the report, highlighting that London accounts for over half of all homeless households in England and faces a substantial temporary accommodation shortfall. The new strategy involves leasing properties for 10 years or more, which is expected to secure a reliable supply of high-quality accommodation in Brent and neighbouring areas.

This approach is anticipated to deliver better value for money through reduced costs over time and improve the standard and suitability of accommodation for vulnerable households. Some of these models will include wrap-around support packages, such as the Civic Nest initiative, to address the stress associated with homelessness. Properties will be required to meet the Decent Homes Standard.

Councillor Mili Patel, Deputy Cabinet Leader and Cabinet Member for Finance & Resources, welcomed the report, stating that the new approach offers stability for residents, ensures accommodation meets decent home standards, and demonstrates the council's financial responsibility. Councillor Muhammed Butt, Leader of the Council, added that the plan aims to secure just over 350 units, leading to almost £5 million in savings or cost avoidance, while also stressing the importance of the quality of accommodation and safeguarding for individuals and families.
