Newham Council has granted a late-night licence to Topps Pizzas, allowing the establishment to serve refreshments until 4:00 AM daily. The decision was made by the Licensing (2003 Act) Sub-Committee on Wednesday, April 8, 2026, despite an objection from a local resident.
The pizza shop, located at 951 Romford Road, Manor Park, had applied for permission to operate its late-night refreshment service between 11:00 PM and 4:00 AM every day. A local resident had raised concerns regarding crime and disorder, and public nuisance. However, no objections were received from responsible authorities such as the police or environmental health.

During the hearing, the applicant, represented by Ahmed Idrissinuri Salahuddin Nuri, stated that the business had been operating since mid-January 2026 without any reported issues. He highlighted that the premises exclusively serves pizzas, involves no frying, and has no indoor seating for customers. The applicant also committed to maintaining a clean forecourt and fostering good relations with neighbours.
Regarding noise mitigation, the applicant assured the committee that we only do pieces, nothing else, no, no frying, no nothing. Just oven, which is bare minimum. It's one of the latest ovens, which we buy brand new. So there is no noise, nothing.
He further explained that customers mostly, we advertise, we put the locality, they call us, they come, they know, they pick up and go. We don't have no seating for eating in the premises.
For litter control, the applicant stated, we have a contract with the council, we have a bin, so we put our rubbish there. Obviously, we tell the customer... And then even if we see, sometimes even the stuff, see or I see or whoever, if you see any litter, you take it, we pick it up, whether we put it in our bin or there is a bin there, which is nothing to do with the business, then we put it in the bin, I provide it there.
Romford Road experiences significant foot traffic late into the night and early morning, particularly on weekends. While the road is generally busy, it is not specifically targeted for issues related to street drinkers. The applicant noted that the main bulk of the business is towards after that, that you get a lot of businesses coming in, people come in. Because the airport station is not that far away. People walk and then they come, they pick up, they drive, they pick up. So it's a bit of that we would do a good chunk of our business at the late, because I did the research before that as well, as you could see that there are other premises which are open and for the reason being, because London life, it become like a 24 hour. So we do get more businesses after 11.

In the vicinity of Manor Park, several other premises hold late-night refreshment licenses. For instance, 907 Romford Road has a 3:00 AM licence on Fridays and Saturdays for late-night refreshment only, with no additional conditions. Premises at 963 Romford Road applied for the same hours as Topps Pizzas (11:00 PM to 4:00 AM) and operates as late-night refreshment, but with conditions including CCTV and a delivery stipulation. Additionally, 891 Romford Road is licensed for late-night refreshment until 4:00 AM on weekdays and 3:00 AM on Fridays and Saturdays, with comprehensive conditions that include CCTV.
Councillor Tonii Wilson, Chair of the Licensing Committee, along with councillors Jane Barbara Lofthouse and Shaban Mohammed, considered the submissions. The subcommittee ultimately decided to grant the licence with additional conditions. The full written decision is expected to be sent to the applicant within five working days, and parties involved have the right to appeal the decision within 21 days.
