Croydon Council's Planning Committee has approved a new two-storey dwelling at 19 Downsbury Road in Upper Norwood.
The decision, made on Thursday, April 9, 2026, followed a revised application. An initial proposal for nine flats was withdrawn due to a High Court challenge upholding a restrictive covenant on the land, which limits development to a single residential dwelling per plot.
The amended plan for a five-bedroom house was deemed acceptable by officers regarding its impact on neighbours and the street scene. Councillors praised the applicant for their cooperation with officers and local residents.
