Hammersmith and Fulham Council's Planning and Development Control Committee has approved plans for the expansion of The Matrix Studios complex, allowing for the addition of two new office floors at roof level.

The approval grants permission for the erection of two additional floors at roof level at 91A Peterborough Road, London SW6 3BU, creating 1,229 sqm of new office floorspace. The plans also include the installation of solar panels, rooflights, ground and first-floor extensions, and facade alterations.

The development was seen as a refinement of a previously approved scheme from 2025, which involved one additional floor. The current proposal for two floors was considered to offer a more efficient use of space and support the growth of creative businesses operating within the complex. The Matrix Studios Complex is currently home to over 50 businesses, with approximately 70% of them operating in the creative industries. The expansion, which involves adding two additional floors, will create an additional 900 sqm of workspace, including 100 sqm of affordable workspace. This additional space is intended to help us retain the creative businesses that rely on us and support our tenants, provide space for new ones and secure the future of our unique creative hub in the borough.

Concerns raised by objectors regarding height and bulk were addressed by the design, which is largely contained within the roof structure. Officers noted that the overall height increase is modest and sympathetic to the conservation area and the setting of the nearby listed building. The site is located within the Ellingham Conservation Area. While the specific Grade two listed building mentioned in the meeting information is described as having a playground in front of it, the design considerations for the Matrix Studios expansion were specifically made to address concerns about height and bulk, ensuring the proposal was seen as a refinement of a previously approved scheme and offering a more efficient use of space.

The scheme also includes significant sustainability improvements, such as a 66% reduction in CO2 emissions compared to Building Regulations, green roofs, and renewable energy generation through solar panels. A financial contribution towards trees and Section 278 works for highway improvements will also be secured.

Matrix Studios, a long-standing part of the Parsons Green community, stated that the expansion is crucial for its tenants' growth and to maintain accessible rents, securing the future of the creative hub. The full details of the planning committee meeting can be found in the Public reports pack.
