Harrow Council has formally noted the remuneration packages for three newly created Assistant Director roles, each exceeding £100,000, as detailed in an information report presented at the recent Annual Council meeting. The salary range for each of these positions is between £100,389 and £117,918, with total annual costs including employer contributions falling between £131,763 and £154,902 per role.
The report, which was noted by the council, summarised remuneration packages approved by the Chief Officers' Employment Panel (COEP) between September 2025 and April 2026. These packages were for newly created posts arising from significant restructuring processes within the council.
Among the positions with remuneration packages of £100,000 or greater were three Assistant Director roles:
- Assistant Director of Culture, Leisure and Learning (D1): This role was established as part of the Culture, Environment, and Economy restructure. Its creation is expected to ensure these services are strategically coordinated, financially disciplined, and aligned with the Council's corporate priorities. The role aims to increase participation, particularly among under-represented groups, while embedding social value and improving access across Harrow's diverse communities. It also enables a stronger commercial approach, balancing community outcomes with income generation and cost control to reduce reliance on subsidy.
- Assistant Director – Property & Asset Strategy (D1): Created within the Housing and Regeneration restructure, this position will oversee the strategic management and optimisation of the Council's land and property assets. The expected benefits include strengthening commercial discipline and long-term planning to maximise value for residents and taxpayers. By aligning asset management with regeneration priorities, service needs, and climate ambitions, the post ensures the Council's estate is financially sustainable and positioned to unlock growth and investment opportunities.
- Assistant Director of Traffic, Highways & Parking (D1): This role, also part of the Culture, Environment, and Economy restructure, will provide strategic leadership for transport and infrastructure services. It is expected to strengthen coordination, commercial discipline, and long-term planning across a £35m revenue and capital portfolio. By aligning investment with resident priorities and the Council's climate and transport ambitions, the post aims to ensure services are efficient, financially sustainable, and deliver maximum value for Harrow's communities.
The Chief Officers' Employment Panel approved these salary packages on March 26, 2026. The report stated that these posts are budgeted for and are part of the council's establishment, including employer costs. The total annual cost for all three roles, including employer costs, is estimated to be between £395,289 and £464,706.
