Waltham Forest Council has adopted new planning guidance for home improvements and retrofits, aiming to encourage sustainable and energy-efficient alterations. The Residential Alterations and Retrofit Supplementary Planning Document (SPD) was approved by the Cabinet on Tuesday, June 2, 2026.

The new SPD provides detailed advice for residents and developers on carrying out high-quality home improvements, extensions, and alterations. A key focus of the document is the incorporation of retrofit measures designed to enhance energy efficiency within homes. Specifically, the SPD addresses topics such as low carbon retrofit measures, guidance on air source heat pumps, outbuildings, water efficiency improvements, biodiversity and garden design.

This guidance represents a significant update from the council's previous Residential Extensions and Alterations SPD from 2010, which will be revoked upon the adoption of the new document. The updated SPD offers detailed design guidance, retrofit advice and household scale clarity that were not previously covered, including the specific areas mentioned above.

The adoption of the SPD is particularly timely, as new regulations stipulate that such documents must be adopted by June 30, 2026, to hold planning weight. The Corporate Director of Regeneration, Planning & Strategic Property has been granted authority to make any necessary typographical or graphic amendments to the document before its official publication.

This new guidance aligns with the council's Local Plan policy on character-led intensification and its commitment to addressing the climate emergency.
