Negotiations are ongoing regarding the potential transfer of Parkwood Hall Co-Operative Academy Special School to Kent County Council (KCC), with a proposed transfer date of April 2027. The move is primarily motivated by the school's location and KCC's proposal for expansion to admit primary children from September 2026, which includes offering capital funding for building changes. This transfer would also align the school's commissioning responsibility with its geographical base in Kent.

A significant hurdle in these discussions is the substantial cost difference in pension fund contributions. Joining the KCC pension fund would impose an unaffordable additional cost of approximately £200,000 on Parkwood Hall. To address this, the proposed solution is for the special school to remain within its current Kensington and Chelsea pension fund following the transfer of commissioning responsibility.

Discussions have involved the Department for Education (DfE) and KCC. The DfE has committed to reopening its workbook in March 2027 to facilitate an increase in commissioned places at Parkwood Hall. KCC has also requested a letter of comfort to mitigate any risks associated with the Dedicated Schools Grant (DSG) place funding.
