Amigos Burgers and Shakes has had its application for a late-night refreshment licence rejected by Hammersmith and Fulham Council's Licensing Sub-Committee. The committee met on Wednesday, June 24, 2026, to consider the application for the premises at 352 North End Road, London SW6 1NB, which sought permission for indoor late-night refreshment between 11:00 PM and 2:00 AM daily.

The proposal faced significant opposition, with 51 representations submitted by various parties, including the Licensing Authority, the Noise and Nuisance Team, local councillors, neighbourhood watches, and numerous residents. The primary concerns raised by objectors centred on the potential for increased public nuisance, crime and disorder, and a negative impact on public safety and the protection of children from harm.

Objectors highlighted the premises' location in a densely residential area, with flats situated directly above and adjacent to the business. Specific concerns included increased noise from customers and delivery drivers, littering, anti-social behaviour, and a general disruption to the peace and quiet expected in a residential neighbourhood. Evidence presented included current crime statistics for this postcode from the Metropolitan police website which showed a high level of violence and sexual offences and indicated the neighbourhood remains a crime hotspot in the south of borough, and has persistent issues with crime and anti-social behaviour, and public disorder as I have myself witnessed (most recently on 14th March 2026). One objector also noted that delivery drivers routinely park on double yellow lines, block the pavement. They ignore traffic rules, creating danger for pedestrians, including children and residents accessing their homes.

Residents also reported drug users come to use, and others to urinate in our garage forecourt and delivery drivers making very lewd comments to young girls and women and in some instances have followed them into their gardens. A police report reference number (BOS-29691-26-0101-04) was provided regarding an incident where a neighbour was recently confronted by two people with syringes on our doorstep and on asking them to move on was met with an aggressive response. There was also mention of a short movie clip of unresolved fan excessive noise from the premises. A previous application for similar extended hours by the same applicant was refused by the Licensing Committee on October 14, 2025.

While the applicant agreed to amend the proposed hours to close to walk-in customers at midnight daily, with takeaway delivery hours extending from midnight to 1:00 AM Sunday to Thursday, and midnight to 2:00 AM on Fridays and Saturdays, several objectors maintained their opposition. The Noise and Nuisance Team stated that the amended hours did not sufficiently address their concerns, particularly for residents living directly above the premises. Councillors Lydia Paynter and Genevieve Nwagobe also maintained their objections, citing the inappropriateness of late-night activities in a predominantly residential area and the potential for public nuisance. The surrounding businesses do not operate beyond 23:00, reflecting the residential character of the location and the need to protect residents from late-night disturbance. The hours sought were considerably in excess of policy hours and out of step with other late-night premises. For example, Popeyes at 348 North End Road has late-night refreshment hours from 00:00 to 01:00 on Fridays and Saturdays, and Kentucky Fried Chicken at 326-334 North End Road has hours until 23:30 Monday to Saturday.

Despite the applicant agreeing to implement 18 conditions to the licence, covering areas such as CCTV, incident logs, staff training, and noise control, the Licensing Sub-Committee ultimately decided to reject the application. The committee stated that a summary decision would be provided, with the full decision and reasons to follow.

If applicants or any person who has made a relevant representation is unhappy with the decision, they're entitled to appeal to magistrate court within 21 days from the date of notification of the full decision.
