Waltham Forest Council has approved a significant contract for the refurbishment of Hatherley Mews, a historic site in Walthamstow, which is set to be revitalised for creative, cultural, and commercial uses. The decision, made at an Executive Decision meeting on Tuesday, June 23, 2026, will see Woodland Interiors Contracting Limited appointed as the main contractor for the project.
The revitalised Hatherley Mews is envisioned to support local creative enterprises within a thriving business environment, providing a space for the borough's creative and cultural sector, as well as leisure and hospitality businesses. Specifically, it aims to offer spaces for creative studios, workshops, light industrial uses, food and beverage establishments, and cultural occupiers. The development will also seek to provide spaces for businesses complementing the local theatre's offer, with the aim of enhancing the local nighttime offer and economy in Walthamstow town centre.
The contract, valued at up to £1,573,643.23, is part of a wider regeneration strategy aimed at enhancing the area's cultural offerings, supporting local businesses, and boosting the evening economy. This initiative has secured £1.96 million from the Government's Levelling Up Fund, contributing to a total approved budget of £3.585 million for the scheme.
The refurbishment of Hatherley Mews, located on Hoe Street, will bring vacant units back into use. Enabling works, infrastructure upgrades, and planning consents have already been completed. The project also includes environmental improvements such as the installation of solar photovoltaic panels to enhance sustainability and reduce operational carbon emissions. These panels have been included to support landlord energy use and meet agreed sustainability targets, which will result in lower running costs and carbon emissions in operation once the works are complete.
Furthermore, public realm enhancements are intended to increase safety and address anti-social behaviour. Beyond cobblestone renewal and improved lighting, these improvements include the installation of new CCTV. The regeneration aims to support local business growth and the evening economy in the surrounding areas of the theatre, with the completed development forecast to generate rental income, contributing to cost recovery over time.
Councillor Eva Tabbasam, Deputy Leader (Housing and Regeneration), consulted on the decision, which was made following a competitive procurement process that received 14 tender submissions. The council opted to award the contract rather than consider alternatives like do nothing
or retender,
