Waltham Forest Council has approved a significant refurbishment project for Hatherley Mews, a historic site on Hoe Street, Walthamstow. The decision, made at an Executive Decision meeting on Tuesday, June 23, 2026, will see Woodland Interiors Contracting Limited awarded a contract valued at up to £1,573,643.23 for the works.
The regeneration of Hatherley Mews, which comprises two 2-storey Victorian terraced blocks originally built in the 1800s as stables and repair workshops for London's trams, is part of a broader strategy to transform the area into a hub for creative, cultural, and commercial activities. The council is hoping to attract creative, studio, workshop, light industrial, food and beverage, and cultural occupiers
to the site, aiming to create a new cultural destination for Walthamstow. This initiative seeks to support local creative enterprises within a thriving business environment and provide spaces that complement the nearby theatre's offerings to enhance the local nighttime economy.
This initiative is supported by £1.96 million from the Government's Levelling Up Fund, in addition to allocated capital investment, bringing the total approved budget for the scheme to £3.585 million. The refurbishment will include essential structural, compliance, and regulatory works, with the aim of bringing vacant units back into use and generating rental income.
Environmental improvements are also a key component of the project. Beyond the installation of solar photovoltaic (PV) panels, the capital works will deliver environmental performance targets covering energy, water, and recyclable materials to improve the sustainability and whole-life cost of the buildings. The expected sustainability benefits include lower running costs and carbon emissions in operation. Furthermore, the contractor has been asked to consider how construction works will contribute to reducing, reusing, and recycling waste and encourage sustainable transport.
The public realm will also be improved through cobblestone renewal, the installation of new CCTV, and enhanced lighting, intended to improve safety and address anti-social behaviour.
Councillor Eva Tabbasam, Deputy Leader (Housing and Regeneration), consulted on the decision, which is expected to contribute to the Regeneration Business Plan and the 15-minute cultural neighbourhood initiative. The decision, detailed in the Public reports pack, is subject to a call-in period, expiring on Tuesday, June 30, 2026. The decisions were made following the Executive Decision meeting.
