Hackney Council's Cabinet has approved plans for Phase 4 of the Woodberry Down regeneration scheme, authorising the construction of 511 new homes. The decision, made at a meeting on Monday, June 29, 2026, includes the appropriation of land for planning purposes and the granting of a 999-year lease to developer Berkeley Homes.

The appropriation of land for planning purposes, under Section 122 of the Local Government Act 1972, allows the Council to repurpose the land for redevelopment. This facilitates construction by overriding third-party rights or easements that might impede progress, while the Council retains freehold ownership of the land.
This approval is a significant step towards delivering new housing in the borough, with 222 of the new homes designated as affordable, comprising 90 for social rent and 132 for shared ownership. The development will also include new commercial space and a public square on Woodberry Grove.
Construction of the 511 new homes in Phase 4 is planned to commence in June 2026, with completion estimated for October 2026. A 12-month defects period is expected to conclude in October 2028.
Mayor Zoe Garbett, who chaired the meeting, highlighted the importance of the regeneration scheme in contributing to Hackney's housing targets and delivering wider community benefits. These benefits extend beyond housing, green spaces, and employment opportunities to include upgrades to the public realm, and S106 contributions to culture, school places, public health, and transport. The scheme is a key part of the Council's commitment to providing high-quality, affordable homes for its residents.
