Harrow Council's Traffic and Road Safety Advisory Panel has approved a phased implementation of a controlled parking zone (CPZ) in the Headstone and Wildstone areas to address parking pressures highlighted by local residents and businesses. The aim is to manage parking problems and parking demand as effectively as possible. The need for a CPZ is justified by parking pressures highlighted by residents and businesses, and the strategic approach has been developed based on the outcome of parking stress surveys that identified trends of parking demand associated with specific trip attractors and generators in the borough.
However, the rollout of a new permit system is facing delays, pushing back the project's timeline.
Phase one of the CPZ will be implemented using an experimental traffic order (ETMO) in Victor Road, Albert Road, Sydney Road, Pinner View north of Headstone Gardens, Edward Road, Fairfield Drive, Down and Close and Afton Place. The CPZ will operate Monday to Saturday, 8am to 6:30pm. A minor extension will also include Harley Road, Harley Crescent, and View Close.
Phase two will involve further engagement with areas not initially included in the scheme. The council noted that the timescales for this cannot be stated today because they are waiting for the deployment of a new permit system in August.
The council is migrating from the Imperial system to a new IT permit system, Taranto, which currently provides the back-office enforcement system. The target go-live date is mid-August 2025. The deployment is causing delays because the timescales for the Headstone and Wildstone CPZ implementation cannot be stated until the new permit system is deployed. To minimize risk to the customer experience and avoid disrupting the transition, no new permit products will be launched on the Imperial platform during this period.
Mr J Hinkley raised concerns about the social fabric being damaged by a ten and a half hour CPZ, and asked about provisions for tradesmen and carers. The council responded that these questions will be answered as part of the next engagement process, and that information about traders permits, carers permits and health care permits will be wrapped up in an FAQ and also on our engagement platform as well.
