Music events planned for July have been cancelled after Hammersmith and Fulham Council's Licensing Sub-Committee issued a counter notice for all four Temporary Event Notices (TENs) submitted by IMUSIX LTD. The decision means that the licensable activities requested for the events on 4-5 July, 11-12 July, 18-19 July, and 25-26 July 2026 cannot take place.
The Environmental Protection Team lodged an objection to all four TENs, citing a history of noise complaints and breaches of a noise abatement notice served on the premises. John Garcia, a Noise and Nuisance Investigator, presented the team's concerns, highlighting that the premises had a significant history of noise issues. IMUSIX LTD is well known to us in the statutory noise and nuisance team
due to these ongoing concerns.

The noise abatement notice was originally served on 15 February 2026, following a noise complaint the previous day. Officers attended the premises on 14 February 2026 due to a noise complaint, and the noise was described as loud and clear, audible within the complainant's home address. Another call was received the very next day, leading to the service of the abatement notice. Despite this, there were three subsequent breaches of the notice on 08 March 2026, 22 March 2026, and 25 April 2026. Mr. Garcia stated that these breaches demonstrated a failure to adequately control noise breakout and a lack of effective management controls.
IMUSIX LTD planned to host events that included regulated entertainment for patrons, such as live music, amplified recorded music, dancing, and karaoke. For each of the four proposed Temporary Event Notices (TENs), the expected maximum number of people at any one time was 85.
Ziya Merton, a licensing consultant representing the applicant, acknowledged the concerns but highlighted that IMUSIX LTD had invested over £10,000 in soundproofing works to minimise noise breakout. The applicant argued that the TENs provided an opportunity to demonstrate the effectiveness of these improvements. The meeting documents also list previous Temporary Event Notices (TENs) issued and rejected for this premises in the last twelve months, with four TENs issued and three rejected prior to the current applications.
Despite the applicant's assurances and investment in soundproofing, the committee decided to issue a counter notice for all four TENs. Councillor Mercy Umeh, chairing the committee, stated that the decision was based on the promotion of the four licensing objectives: prevention of crime and disorder, public safety, prevention of public nuisance, and protection of children from harm. The primary concern highlighted throughout the meeting and in the objection from the Environmental Protection Team was the prevention of public nuisance.
