Croydon councillors have approved plans to convert space at Boulevard Point into a new residential flat, despite some reservations about the design of the proposed balconies.
The Planning Sub-Committee met on Thursday, July 2, 2026, to discuss the application for Boulevard Point, located at 15 Scarbrook Road. The creation of a mezzanine level to form a new flat was approved, along with alterations to the rear of the building including new windows and a balcony.

Councillors had previously refused a similar application in 2023 due to concerns over light, refuse and cycle storage, and fire safety. The current proposal addresses these issues.
Fire Safety Measures Addressed
Previous concerns regarding fire safety have been addressed by the submission of a Gateway 1 fire safety strategy. This includes clarification on access to the proposed flat via the existing firefighting stair and a protected lobby, clarification of the proposed smoke control systems, extension of the existing Category 2 sprinkler system, and the use of A2-s1, d0 rated materials for balconies and external elements. The existing fire service access and dry riser infrastructure have been retained. For a separate application at 319 Whitehorse Road, compliance with a Fire Safety Statement is to be secured by condition.

Balcony Design and Privacy Concerns
Despite some councillors expressing reservations about the design of the balconies, describing the perforated metal as horrific
and lacking privacy, the committee ultimately granted permission. Officers noted that the perforated metal was intended to screen balcony paraphernalia and reduce the need for residents to add their own screens. A condition requiring the full details of the actual balcony railings will be imposed. While the potential implications on privacy were raised as a concern, the extent of these implications is not definitively stated.

Sustainable Transport Contributions
The applicant has agreed to a Section 106 agreement to secure contributions towards sustainable transport. This includes a financial contribution of £1,500, removal of access to parking permits and season tickets in council-run car parks, and a 3-year car club membership. The specific allocation and monitoring mechanisms for these contributions are not detailed in the provided information.
Objectors' Concerns on Management and Maintenance
The issue of the building's existing management and maintenance was also raised by objectors. Concerns included management failures, neglected maintenance, health and safety concerns (repair of security gate, defective fire doors and signage measures) with existing building, impact on quality of life and the on-going failure of the freeholder to fulfil legal and moral responsibilities.
Officers stated that these were private matters and not material planning considerations for this application.

Previous Refusal and Current Approval
Councillors had previously refused a similar application in 2023 due to concerns over light, refuse and cycle storage, and fire safety. The current proposal addresses these issues.
