Surbiton Library is set to be upgraded with the installation of three air source heat pumps, a decision approved by Kingston upon Thames Council's Planning Committee at a meeting on Wednesday, July 8, 2026.
The new heating systems will be installed on the library's rear roof, with existing solar panels also being relocated as part of the upgrade. This initiative is part of a wider effort to improve the energy efficiency of public buildings.
During the meeting, an objection was raised by a resident of the library's first-floor flats, who expressed concerns about potential noise impacts. The resident argued that the initial noise assessment had not adequately considered the flats within the same building. However, an updated assessment was reviewed by the council's Environmental Health Officer, who raised no objection subject to certain conditions.
These conditions, discussed by councillors, included a post-installation noise and vibration test with a remedy plan. Crucially, an additional condition was agreed to include noise measurements taken at the location of the flats during the post-installation assessment. The objector expressed gratitude that these conditions were proposed, ensuring the flats received the same treatment and protection as other neighbours. The main outstanding point for the objector was to include a measurement of background noise at the flats themselves during the post-installation assessment, which was discussed and ultimately agreed to be included as an additional reading.
The application was passed unanimously by the committee.
