Waltham Forest Council's Planning Committee has granted permission for a new development on Wood Street, which will include the construction of six new homes and a commercial unit.
The decision, made at a meeting on Tuesday, July 7, 2026, saw planning permission granted for the demolition of the existing building at 176 Wood Street, London, E17 3HX, and its replacement with a five-storey mixed-use commercial and residential building. The current building houses two commercial units – a dental practice and a hairdresser – with two one-bedroom residential units on the upper floors.

The development will comprise six self-contained residential units – four one-bedroom and two four-bedroom – and one commercial unit on the ground floor. The proposal would allow for the reprovision of the existing dental practice, with the commercial unit planned for Use Class E.

Associated works will include refuse and recycling storage facilities, bicycle parking, and servicing provision. The rationale behind granting permission, despite public interest and a councillor call-in, was that the principle of developing the site for residential and commercial purposes was supported due to its strategic location, connectivity, and existing urban pattern. The proposal was seen to optimize land use, create housing, and reprovision a commercial unit. The design was considered appropriate for the location, and while there were concerns about amenity impacts, mitigation measures were deemed sufficient. The development was considered to be in line with local and regional policies for effective land use and housing density.
The application was referred to the committee due to public interest and a call-in by a councillor. The decision was subject to the completion of a Section 106 Legal Agreement, which will secure contributions towards transport infrastructure, carbon offset levies, and monitoring fees. The agreement must be completed within a reasonable timeframe following the date of the Planning Committee, otherwise the Assistant Director - Development Management and Building Control is authorized to refuse the application. The planning permission itself has a condition that the development must begin no later than three years from the date of permission.
The Section 106 agreement will secure a £6,000 financial contribution towards more sustainable modes of transport, including walking and cycling, and £750 for Construction Logistics Plan monitoring. It will also facilitate highway works under a S278 agreement, to be funded by the developer and carried out by the Council. These works include the renewal of the footway on both frontages of Wood Street and Vallentin Road, and the conversion of one permit bay and two zig-zag lines adjacent to the site into a single yellow line. Furthermore, a S38 agreement for the adoption of private land to public highway, a stopping up order, and a 'car free' clause – meaning future residents will not be entitled to parking permits – are included.
