Redbridge Council's Best Start in Life strategy, aimed at improving child development across the borough, was reviewed by the Overview and Scrutiny Committee on Monday, July 13, 2026.

The strategy, supported by a £3.892 million grant over three years, focuses on integrated support through family hubs, enhancing health outcomes, developing a home learning programme, supporting children with additional needs, early intervention, improving early childhood education and care, and reducing inequality for disadvantaged children.

Councillor Lloyd Duddridge, Cabinet Member for Children, Young People and Education, assured the committee that the Redbridge Music Service would not be closed and that the council intended to expand its offerings. Public questions during the meeting focused on the timeline for public consultation regarding potential relocations, funding for services, and the integration of music education within the Best Start in Life framework.

The committee noted the strategy, which aims for 75% of five-year-olds to achieve a good level of development by 2028, with Redbridge setting an ambitious target of 80%.

Redbridge's vision is to create a nurturing environment for parents and children, ensuring every child thrives and inequalities are minimised. The strategy builds upon the council's Early Years Strategy 2023-2028 and aligns with the national ambition of Giving Every Child the Best Start in Life.
