Hackney Council is set to procure fire safety remedial works across its high-rise buildings to meet new regulations, utilising government funding to cover the costs. The decision was reached at a Cabinet Procurement and Insourcing Committee meeting on Monday 7 July 2025.
The fire safety remedial works are required to meet the statutory duties under the Fire Safety Act 2021 and the Fire Safety (England) Regulations 2022.
The plan involves a multi-faceted approach to ensure comprehensive fire safety improvements across Hackney's high-rise buildings. This includes:
- Appointing two specialist fire consultants to carry out PAS 9980 fire risk assessments and manage grant applications.
- Appointing a contractor to deliver immediate short-term remedial works.
- Establishing a framework of three contractors for longer-term projects.
- Procuring a principal designer to support the projects.

The council aims to secure 100% grant funding from the Ministry of Housing, Communities and Local Government (MHC&LG) to cover the entire programme. The works must be completed by 2029 to comply with grant terms. Failure to secure the grant and deploy it, or failure to complete the works by 2029, could result in the homes not being legally habitable and Hackney Council having to fund the fire safety programme from an alternative source.
