RICHMOND UPON THAMES – The Richmond upon Thames Health and Wellbeing Board has formally endorsed the continued use of its Prevention Framework, a strategy established in 2021 to embed a Health-in-All-Policies approach across the council and its partners.

The framework, which has become an integral part of how the borough approaches public health, was presented to the Board on Thursday, 16 July 2026, by Lynn Wilde, Assistant Director of Health and Care Integration. Wilde highlighted that the framework has been refreshed with a simpler visual presentation and a streamlined toolkit to support its application.

Councillor Penelope Frost inquired if the framework could be used to support Kingston Hospital in developing prevention measures around heatwaves. Shannon Katiyo, Director of Public Health, confirmed that the national seasonal weather and health plan mirrors the prevention framework's approach and will include actions at environmental, community, and patient levels. While specific prevention measures for Kingston Hospital were not detailed, the tangible outcomes would align with the national plan's approach to mitigating the health impacts of heatwaves.

Councillor Kelvin Cheatle questioned the uptake of the framework's recommendations within the council. Wilde explained that the framework was adopted over five years ago and is now embedded in practice, influencing strategies such as the leisure and library strategies.

The Board endorsed the continued use of the Prevention Framework and agreed to the six recommendations presented, ensuring its ongoing role in championing prevention and reducing health inequalities.
