Hackney Council is set to construct 305 new council homes across nine development projects, marking the first phase of its ambitious New Homes Programme (NHP). The decision was made at a Cabinet Procurement and Insourcing Committee meeting on Monday 07 July 2025, where officials outlined the procurement strategy for these projects. The committee considered the procurement of design and build construction contracts for nine council housing development projects, which comprise the first tranche of Hackney's New Homes Programme (NHP). The developments, located across several wards including Haggerston, Hoxton West, London Fields, Kings Park, and Stoke Newington, will include 218 homes for social rent at council rent levels. This initiative aims to address the pressing need for affordable housing in the borough.
The projects included in this tranche are:
- Broadway (Orwell and Welshpool) in Haggerston and London Fields wards, and Regents Court in Haggerston ward
- Cropley Court and Buckland Court in Hoxton West ward
- Fellows Court and Weymouth Court in Haggerston ward
- Blackwell Close in Kings Park ward and Morris Blitz former neighbourhood office in Stoke Newington ward
- Nye Bevan Estate in Kings Park ward

The council has been working to maximise the training and employment opportunities for residents, and support for local businesses and community groups. The Hackney Procurement Board approved the business case to progress the New Homes Programme at a meeting in February, setting the stage for this latest decision. The Cabinet Procurement and Insourcing Committee also discussed other important initiatives at the meeting, including fire safety remedial works, asset management, cycle hire, decarbonisation, and SEND internships.
