Haringey Council's Cabinet has approved a £1.1 million budget for the Love Lane Estate Management Plan, a key component of the wider High Road West regeneration scheme. The plan, which received the green light at a Cabinet meeting on Tuesday, July 14, 2026, aims to ensure the Love Lane Estate is safely and effectively managed during the phased rehousing and demolition process.

The Love Lane Estate Management Plan outlines a phased approach to rehousing and demolition. For the high-rise blocks – Charles House, Ermine House, and Moselle House – demolition will occur once all residents have moved out. Procurement for their demolition will commence once residents are rehoused and the blocks are vacated. For the low-rise blocks, a cost-benefit analysis will determine if they can be used for temporary accommodation or if refurbishment is financially prudent. This analysis will assess potential savings to the council if a home is used for temporary accommodation versus the cost of bringing it back into use. The plan allows for the continued use of these lower-rise blocks to maximise occupancy in the interim period prior to their redevelopment, potentially housing remaining Love Lane residents or being used for temporary accommodation, subject to resident wishes, the Local Lettings Policy, and alignment with the wider rehousing program.
Void properties will be decommissioned within 10 working days, boarded and secured within 15 working days, and cleared within 20 working days, adhering to waste regulations and using licensed contractors. Measures to ensure the safety and well-being of residents during this process include proactive communication through letters, direct contact via the rehousing team, and updates through Residents' Associations. Security provision will be risk-based, with onsite security utilised if necessary. All blocks will have weekly recorded non-technical inspections, and close partnership working with the Metropolitan Police and Community Safety teams is maintained. Fire and building safety risk assessments will be carried out regularly, with monthly building safety manager inspections for high-rise blocks. Temporary public spaces on cleared sites will be developed in collaboration with the local community.

The Love Lane Estate Management Plan's £1.1 million budget covers a range of activities, including site security, decommissioning of properties, and demolition of high-rise blocks once residents have been rehoused. While the plan includes provision for these activities, a specific breakdown of the budget across these individual areas is not detailed in the meeting information.
The High Road West scheme, a partnership between Haringey Council and Lendlease, aims to deliver over 2,500 new homes, including 546 council homes. The scheme is also planned to deliver a community park of at least 5,300sqm and a civic square of at least 3,500sqm, alongside landscaped public realm and pedestrian/cycling routes.
