Hackney Council's Licensing Sub-Committee D has refused a bid to sell alcohol at a birthday party, citing concerns over public nuisance and safety. The decision was made at a meeting held at Hackney Town Hall.

The temporary event notice (TEN) for Inisa Empire at 115 East Road was objected to by the police. The applicant, Seanette Fraser, sought authorisation for the sale of alcohol, regulated entertainment, and late-night refreshments from 11pm on July 25, 2026, until 3am on July 26, 2026.

Police Constable Donna Wilcox objected on the grounds of public nuisance and public safety. PC Wilcox highlighted the premises' location in a residential area and the potential for noise disturbance. She presented information regarding three noise complaints received by the council on June 28th of that year, all related to loud music emanating from the premises. Ms. Fraser acknowledged awareness of these complaints, stating they were resolved on the night they occurred by turning down the music and keeping doors closed. However, PC Wilcox noted that one complainant reported the music increased in volume despite engagement.

PC Wilcox also noted that the applicant was not a personal licence holder. While 'regulated entertainment' and 'late-night refreshments' were part of the application, the police's specific concerns did not delve into granular detail on these aspects, focusing instead on their contribution to general noise and safety issues.

Ms. Fraser stated that the event was a one-off birthday celebration and that she had prepared a detailed management plan, including SIA security and noise monitoring. She also indicated a willingness to reduce the event's finishing time. However, the committee was informed by legal advisor Amanda North that a TEN could not be amended at the hearing stage. Following deliberation, the committee decided to refuse the temporary event notice.
