A Leyton pub has had its licence modified following persistent noise complaints from local residents. Duos Lounge, located at 662-664 Lea Bridge Road, will now be required to have all amplified sound routed through a noise-limiting device.

The decision was made by the Waltham Forest Licensing Act 2003 Sub-Committee on Friday, July 17, 2026, after a review of the premises' licence initiated by the Council's Air Quality & Environmental Protection (AQEP) Team. The team cited ongoing noise nuisance from amplified music as undermining the licensing objective of preventing public nuisance.

Previous Complaints and Enforcement

The review was prompted by numerous complaints dating back to May 2025. The AQEP Team was first notified of noise-related issues in May 2025. An abatement notice was served on December 16, 2025, for amplified music. Despite this, complaints continued, leading to a formal warning on February 12, 2026. Further complaints were received on April 17, 2026, regarding excessive music and drumming. Local residents, including Councillor Andrew Dixon, reported issues with music, customer noise upon leaving, and loud music from parked cars.

New Licence Conditions

In addition to the noise-limiting device, which must be calibrated and kept in a locked, tamper-proof box, the sub-committee also ruled that there should be no speakers located in external areas, including the rear garden. The noise-limiting device will be calibrated and its maximum sound level set by the Council's Air Quality & Environmental Protection Service, who will also conduct regular visits to ensure compliance with the new conditions.

While the noise limiter will not be able to limit the level of noise from drums, the committee respectfully recommended that there be no drum playing after 11 p.m.

Further Steps

The sub-committee also agreed on recommendations for the premises licence holder to organise a meeting with those who made representations to discuss the imposed conditions and to provide a contact number for the premises manager for residents to use if issues arise.

Parties involved have the right to appeal the decision to Thames Magistrates Court within twenty-one days of notification. A written letter outlining the decision and reasons will be sent to all parties within five working days.
