Croydon residents raised concerns about the requirement for waste permits for vans using the borough's recycling centres during a council meeting on Monday, July 20, 2026.

Councillor Stewart, Cabinet Member for Streets and Enforcement, addressed the queries, explaining that Croydon's recycling centres are funded by local taxpayers and are free for residents disposing of household waste. He clarified that checks and permits are necessary to prevent businesses from avoiding commercial waste charges and to stop non-residents from using the facilities at the expense of Croydon taxpayers.

Vans and larger vehicles are permitted to use the Factory Lane recycling centre, provided the user can demonstrate they reside in Croydon and are disposing of household waste, not commercial waste. To prove residency, individuals can present a council tax bill, utility bill, or bank statement. Upon successful verification, residents can obtain a permit to display in their vehicle's windscreen for future visits.
