Waltham Forest Council has granted a new pub licence for TBC Sheperds Bush, located at 395 Hoe Street, Walthamstow, despite significant concerns raised by local residents regarding noise, public nuisance, and potential crime and disorder.

The Licensing Act 2003 Sub-Committee met on Monday, July 20, 2026, to consider the application. The applicant sought permission for late-night refreshment and to open the premises to the public from Monday to Sunday, between 23:00 and 02:00.

Seven local residents submitted objections during the consultation period, citing worries about noise from customers leaving the premises late at night, delivery driver activity, and litter. One resident, Bobby Haden, expressed concern about the behaviour of delivery drivers and customers arriving by car, stating, Vehicles frequently stop on the road, block access, park inconsiderately, and create hazards for pedestrians. Haden added that the management's response to previous concerns was that they cannot control what people do, leading to a lack of confidence that the situation would improve with extended hours.

Another resident, Jiji Keflay, noted that young customers gathering outside the premises, playing loud music, shouting, dancing in the street, blocking pavements, and leaving rubbish and food packaging in the area were already regular problems.

Despite these objections, the Sub-Committee decided to grant the application in full. The applicant provided assurances by agreeing to a set of conditions proposed by the licensing team, which addressed the prevention of crime and disorder, public safety, and the prevention of public nuisance. These conditions led to the licensing team withdrawing their representation.

These agreed conditions include:

  • Prevention of crime and disorder: The licence holder shall ensure that staff are trained to use and maintain the incident book.
  • Public Safety: Emergency exits shall be clearly labelled and free from obstruction; appropriate fire safety procedures and equipment shall be in place and inspected annually; and suitable first aid supplies shall be on the premises with at least one trained staff member on site during licensable activities.
  • Prevention of public nuisance: Sufficient measures must be in place to remove and prevent litter and waste outside the premises; deliveries must only be made to residential or business addresses, not public spaces; clear notices must be displayed requesting delivery drivers not to loiter and to leave quietly; delivery drivers/riders without an order must wait inside or be sent away from residential premises; and delivery drivers/riders must be managed by staff to ensure they do not cause a nuisance and must dismount their vehicles before stepping onto the pavement if parking near the shop.
  • Protection of children from harm: After 23:00 hours, children under 16 must be accompanied by an adult, except in an emergency.

The applicant also stated in their operating schedule that they would operate a robust CCTV system, train staff to remain vigilant, maintain an incident report book, manage litter and noise, and ensure no vehicles are left idling.

The Sub-Committee decided to grant the application in full, considering these decisions appropriate for upholding the licensing objectives. However, they added two recommendations:

  1. The applicant discusses with local late-night business owners how to jointly monitor delivery drivers to prevent nuisance. Measures to monitor delivery drivers include displaying clear notices requesting them not to loiter and to leave quietly, ensuring drivers without orders wait inside or are sent away from residential premises, and managing drivers to prevent nuisance. Drivers must also dismount before stepping onto the pavement if parking near the shop.
  2. The applicant proactively engages with nearest neighbours and provides a point of contact for any issues.

The exact operating hours for late-night refreshment and the general public opening hours are the same: Monday to Sunday, from 23:00 to 02:00.
