Hackney Council has approved the procurement of a new floating housing support service, valued at up to £1,932,000 (excluding VAT) over a maximum of seven years, with a planned contract commencement of 1st February 2027.
The redesigned service specification includes enhanced requirements for supporting neurodiverse individuals and care leavers. This includes explicit support for people with Learning Disabilities and Neurodiverse individuals, incorporating a Psychologically Informed Approach and Sensory Informed Approaches. The service will also cater to young adults aged 18+ transitioning from Children's services who have Mental Health, Learning Disabilities, or are Neurodiverse, providing them with the necessary support to maintain their independence and prevent homelessness.
This procurement is part of a wider programme to improve outcomes and achieve efficiency savings. Hackney Council is insourcing the Debt Management & Financial Support and Employment Support for people with learning disabilities elements of the service. The Floating Housing Support for residents with long-term enduring mental illness will be provided by an external experienced provider.
The overall redesign is projected to realise cash savings of approximately £129,000 in year one and £161,000 in year two. These savings will be redirected to address financial pressures within Adults Services.
The success of the new service will be measured by the Live Well
Model, focusing on personal outcomes. Key Performance Indicators (KPIs) include responsiveness, safety, caring, independence, stable accommodation, economic wellbeing, social connectivity, and personal recovery. For care leavers, success is defined by maintaining a tenancy for 12 months or more after transitioning from Children's Services. Providers will also be required to report on demographic data and submit case studies.
