Newham Council is facing hundreds of millions of pounds in delays to its capital projects, according to a report presented to the Audit and Governance Committee. The scale of the slippage was revealed during a discussion on the draft statement of accounts for the 2025/26 financial year.

Officers explained that the capital programme's financial profile was sometimes too ambitious, leading to a disconnect between financial projections and project delivery milestones. This has resulted in hundreds of millions of pounds worth of delays across various projects.

Meinir Hall, Chief Accountant, highlighted the significant slippage in the capital programme during the meeting. While the council managed to achieve a balanced revenue budget for 2026/27 and maintained its unallocated General Fund balance at 10% of its net revenue budget, the capital project delays present a considerable challenge. The Housing Revenue Account (HRA) also reported an in-year surplus, but this did not mitigate concerns over the capital programme.
