Sutton High Street is set to see the installation of new digital kiosks after councillors approved plans for their deployment. The Planning Committee of Sutton Council met on Wednesday 5 August 2026 and gave the go-ahead for the new communication units, which will feature digital display screens, public Wi-Fi, emergency call facilities, and defibrillators.
The new kiosks are proposed to replace existing telephone kiosks in Sutton High Street and Wallington. In Sutton, a unit at Land Opposite 284-286 High Street will also include a defibrillator.
The removal of an outdated kiosk within the Sutton Town Centre Conservation Area was noted as a visual improvement. Concerns were raised by some councillors and residents regarding the visual impact of the digital screens and potential for increased street clutter. However, officers noted that the new kiosks would replace existing structures, thus not increasing street clutter.
The digital displays are designed with automatic night-time dimming to minimise light pollution and would operate with static images only, avoiding flashing or video content that could distract drivers. The Highways Engineer raised no objections, confirming that pedestrian and highway safety would be maintained.
In Wallington, a kiosk at Land Outside 142 Stafford Road will replace an existing payphone.
The Tree Officer raised no objections, subject to conditions to protect an established street tree.
Both applications were recommended for approval by officers and subsequently approved by the committee. Approximately 20 applications for similar digital kiosks were received by the council, primarily in Sutton High Street, Purley, and Wallington. Some of these were refused, particularly those located within conservation areas or presenting highway issues. The kiosks approved in this instance were all situated in high street locations.
While the digital screens will display static images, the meeting information does not specify who will be responsible for managing and updating the content.
