Southwark Council's Planning Committee (Smaller Applications) has refused planning permission for a mixed-use development at 269-275 Rye Lane and 1A Philip Walk, SE15. The decision, made on Wednesday, September 2, 2026, cited concerns over the poor quality of proposed residential accommodation and a failure to deliver the required affordable housing.
The committee resolved that if they had determined the application, they would have refused it on two primary grounds. Firstly, the proposed development was deemed to offer a substandard living environment for future residents, particularly for wheelchair-accessible units. Issues raised included single-aspect dwellings exposed to noise from Rye Lane, a reliance on mechanical ventilation, restricted outlooks, inadequate daylight, and a failure to meet minimum internal floor space requirements for wheelchair-accessible homes. Specifically, units A03, A05, A07, A09 and A11 fell below the prescribed minimum standards set out by Southwark Plan Policy P8. The proposal also lacked a second lift for homes above the ground floor.

Secondly, the development was criticised for not providing the mandated 35% affordable housing contribution. The applicant submitted viability evidence to justify a reduced contribution, but the council argued this represented a missed opportunity to address the borough's acute need for affordable housing.
The committee concluded that the identified harms associated with the quality of accommodation and affordable housing provision significantly outweighed any potential benefits of the development.
