A Hounslow shop has had its premises licence revoked after a raid uncovered a significant haul of illicit tobacco, non-compliant vapes, and high-strength alcohol, undermining the licensing objective of 'the prevention of crime and disorder'.

Kinsley Super Store, located at 4 Kingsley Road, Hounslow, was found to be in breach of multiple licensing conditions during a joint inspection by Trading Standards and Licensing officers on June 16, 2026. The inspection revealed 9,730 illicit cigarettes, 268 non-compliant vapes, and 128 miniature bottles of spirits.

The estimated unpaid duty on the seized tobacco alone exceeded £4,700. Officers also discovered widespread breaches of the premises licence conditions, with 12 out of 30 conditions found to be violated. These included a non-operational CCTV system, a lack of staff training records, no incident log, and the sale of prohibited miniature spirit bottles.

During a review hearing before the Hounslow Licensing Panel on September 1, 2026, it was argued that the scale of the offending and the apparent disregard for legislation justified the revocation of the licence. The focus of the raid was on illicit goods and licensing breaches. While a lone shop worker was present and stated he did not have a personal licence, the report does not mention any individuals being apprehended. The Licence Holder (Mr Jalinda Singh Ahuja) was represented by counsel, and his absence was due to personal circumstances.

While the defence acknowledged some breaches and argued for alternative sanctions, the panel concluded that revocation was the appropriate and proportionate response. The decision was based on the serious nature of the breaches, particularly those relating to the sale of illicit tobacco, and the failure to uphold licensing objectives.
