The decision was made during a full Council meeting on Wednesday, September 2, 2026, where a motion was debated and agreed upon. The motion, initially proposed by the Havering Aligned Residents' Associations Group and amended by the Reform UK Group, calls for legislative steps to curb excessive private profits in the sector.
