Plans Sub-Committee No. 2 of Bromley Council has approved a planning application for a raised patio extension at 6 Arragon Gardens, West Wickham. The decision, made on Thursday, September 10, 2026, followed a previous refusal for a similar structure at the same property.
The committee granted permission for the retention of the rear raised patio and the installation of a privacy screen and landscaping. The initial refusal, application ref. 25/05140/HPA, was based on concerns about overlooking and loss of privacy to the neighbouring property at No. 8 Arragon Gardens. The neighbour had raised concerns about the loss of privacy, outlook and visual amenity for adjoining occupiers
due to the raised patio. They also noted that the proposed boundary treatment would result in an oppressive and enclosed environment
and that the topography of sites results in a significantly higher and more prominent visual impact when viewed from neighbouring property.
Fears were also expressed that mitigation measures will not prevent overlooking into neighbouring garden, kitchen and living areas
and that potted screening trees could be removed or relocated in the future.
The previous refusal for the raised patio was on the grounds that The proposed retrospective raised patio results in increased and detrimental overlooking of the neighbouring occupiers garden (No.8 Arragon Gardens) that has a serious and adverse effect on the privacy and amenity enjoyed by the occupiers of this property which they might reasonably expect to be able continue to enjoy contrary to Policies 6 and 37 of the Bromley Local Plan.
The report also mentions previous refusals for single-storey rear extensions at the same property (refs. 20/02345/FULL6 and 20/04963/FULL6) which were refused due to excessive depth, would be detrimental to the visual and residential amenities of No.8 Arragon Gardens, representing a disproportionate addition to the semi-detached dwelling and resulting in a loss of privacy, prospect and adverse visual impact

This revised application addressed those concerns by proposing a trellis screen. The council's planning officer noted that this screen, combined with existing boundary planting, was deemed sufficient to mitigate the impacts on neighbouring residential amenity. The officer's report indicated that the proposed screen would significantly reduce opportunities for direct overlooking.
The privacy screen approved for the raised patio at 6 Arragon Gardens comprised hit-and-miss horizontal timber panels mounted above the patio retaining wall, providing an overall height of approximately 1.8m when measured from the patio surface and approximately 2.4m when measured from adjacent ground level.
As part of the revised application, associated landscaping

were proposed and approved to provide further screening and mitigate impacts on neighbouring residential amenity.
