A new independent company, Opportunity Bromley Ltd, has been established to spearhead inward investment and business growth across the borough. The company, constituted as a Company Limited by Guarantee (CLG), was approved by Bromley's Executive committee on Wednesday, September 16, 2026.

This move aims to enhance Bromley's credibility with the private sector, foster deeper business engagement, and provide greater operational agility and financial sustainability.

Opportunity Bromley Ltd is projected to be incorporated in July-August 2026, with a formal launch and commencement of independent operations also targeted for July-August 2026. A launch event is planned for September 2026.

Opportunity Bromley Ltd will operate at arm's length from the council, allowing it to act as a business-led organisation focused on promoting the borough as a competitive location for investment. This structure is intended to attract new businesses, support existing ones, and create high-quality employment opportunities for residents.

The decision to establish the company follows an options appraisal that considered various delivery models. The CLG structure was identified as the most suitable for a business-led inward investment organisation, offering a balance of independence, flexibility, and financial sustainability.

While the council will not be a Member of Opportunity Bromley Ltd, it will remain a key strategic partner. The company's governance will be led by a Board of Directors with a majority of private-sector representation, ensuring it reflects the priorities of the local business community.

Mechanisms for accountability and transparency between Opportunity Bromley Ltd and Bromley Council, despite operating at arm's length, will be based on strategic partnership and collaboration. These include Bromley London Borough (LBB) participating in the Advisory Board in an observer or advisory capacity, and collaboration on shared economic objectives. LBB may also provide targeted support, such as data sharing, policy alignment, and operational assistance, subject to clear governance and transparency arrangements. LBB will retain a small number of reserved rights, for example, to protect the use of public funds, brand integrity, and reputational risk. The CLG's Articles of Association or a Members' Agreement will set out reserved matters and dispute-resolution procedures. Quarterly progress reports to the Board will be shared with LBB under a Service Level Agreement (SLA), alongside an annual publication of accounts and an impact statement. A 12-month post-implementation review will assess governance effectiveness, financial sustainability, and partnership alignment.

The initial funding model for Opportunity Bromley Ltd, beyond the covered establishment costs, is based on external funding sources. It is projected to be a financially self-sustaining, business-led organisation, with funding derived from external grants, sponsorship, business membership, and other commercial income streams. A case study for Marketing Derby mentions a Bondholder Scheme involving annual membership fees from businesses, as well as additional income through advertising and corporate sponsorship opportunities.

The establishment of Opportunity Bromley Ltd is part of the wider Bromley Growth Plan (2024-2027) and is expected to contribute to the borough's economic growth, job creation, and business investment. The transition is designed to be cost-neutral for the council, with initial establishment costs covered by the Opportunity Bromley partnership.
