Hounslow Council has approved a revised Youth Justice Plan for 2024-2027, with a focus on preventing offending and re-offending among young people.
The updated plan, presented to the Borough Council on Tuesday, 15 September 2026, highlights that in the 2025-26 period, 93 children out of approximately 68,000 in Hounslow were involved with the Youth Justice Service. Notably, no custodial sentences were issued for this age group during that year.
Councillor Madeeha Asim, Cabinet Member for Children and Young Futures, presented the plan, emphasizing a preventative approach. The plan emphasizes a preventative approach, addressing the root causes of offending, strengthening restorative justice, and tackling disproportionality,
she stated. The Hounslow Youth Justice Plan aims to address the root causes of offending by focusing on prevention, intervening early, and ensuring accountability. It specifically targets tackling inequalities, which are identified as a key factor encouraging young people towards offending. The plan also aims to support young people away from crime and break the cycle of offending.
The plan acknowledges an increase in substantive outcomes, particularly for motoring and knife-related offences, though overall levels remain below pre-pandemic figures. It stresses the importance of early intervention and addressing the underlying causes of offending.
Key priorities for the updated plan include continuing to embed a trauma-informed approach, strengthening partnerships with education, community safety, and the police, and improving the service's offer to children at risk of serious violence and exploitation.
The council also resolved to approve and implement the updated plan, which aims to prevent offending and re-offending, and support young people away from crime.
