Tower Hamlets Council's Cabinet has approved plans for the development of 31 new council homes at Cressy Place, a decision made at a meeting on Wednesday, September 23, 2026. The project, with a total budget of £23.1 million, will also include a replacement community centre and aims to address the acute demand for family accommodation across the borough.
The development will deliver 18 family-sized properties as part of the 31 new social-rented homes, designed to respond to local need and alleviate pressure on temporary accommodation and overcrowded households. The council aims to commence main works on-site in autumn 2027.
The project will utilise Section 203 powers under the Housing and Planning Act 2016. This allows the council to override third-party rights, such as rights to light, to facilitate construction. While this power enables the council to extinguish adjoining owners' rights without the possibility of legal injunction, the council is liable to pay compensation for any interference with a relevant right or interest. This compensation is calculated on the same basis as under the Compulsory Purchase Act 1965, and if agreement is not reached, the matter can be referred to the Upper Tribunal for determination.
The redevelopment of the Cressy Place site involves the demolition of existing structures, including garages, and the construction of new homes and a community centre. The current community centre, garages, and open space are noted as an ineffective use of the land. The new development aims for a more effective use, providing affordable homes and improved public realm, green spaces, and recreational opportunities. The council will engage with users of the current community centre to explore how they can be accommodated during the demolition and rebuild phase, acknowledging that not all users may be able to be facilitated due to space limitations.
