Waltham Forest Council's plans to expand its Low Hall Depot in Leyton are facing a hurdle after the Environment Agency objected to the proposals.
The objection centres around application 243102, which seeks to demolish existing structures and construct a single-storey, double-height, three-bay vehicle workshop at the Low Hall Depot, located on Argall Avenue. The Planning Committee discussed the issue at their meeting on 8 July 2025, with the aim of finding a resolution. The committee has delegated authority to resolve the outstanding Environment Agency's objection, subject to no additional material changes to the development.
The Environment Agency's concerns relate to flood risk, as the site is located within Flood Zone 3a. The agency is seeking assurances that the development will not increase flood risk in the area. The recommendation is to grant planning permission subject to resolving the Environment Agency's objection under Delegated Authority, but failure to resolve the objection would likely result in planning permission being denied.
If the objection is resolved and planning permission is granted, demolition and construction must begin no later than three years from the date of permission.
