Wandsworth Council is bracing for a significant financial blow, with an £84 million reduction in central government funding set to be phased in from April 2027. This, coupled with the London Plan's requirement to double housing provision while halving associated income, has led council leaders to warn of difficult choices
ahead.
The London Plan mandates a doubling of housing provision over the next four years, a move that will simultaneously cut the associated Section 106 (S106) income by 50%. This presents a dual challenge for the council: meeting increased development targets while facing a substantial reduction in funding from these developments.
Councillor Nick Austin, Cabinet Member for Transport, revealed the scale of the financial pressure during a Transport Overview and Scrutiny Committee meeting. He explained that the council is facing a dual challenge: the London Plan's demands on housing development and a substantial cut in central government grants over a three-year period starting in 2027.
We are having to look at the budget very carefully, as I'm sure this will come up more in the Finance Committee,
Councillor Austin stated. We are still looking at that budget and making those decisions, but as you know from the paper later on, there are some difficult choices that have had to be made as a result.
While the exact nature of these difficult choices
is not detailed, the context suggests they are related to budget adjustments necessitated by funding reductions and increased housing provision requirements. The discussion around the spending review mentions potential revenue savings through increased parking charges, income generation from schemes like lane rental and e-bike enforcement, process efficiencies, and reviewing staffing structures. Capital program adjustments involve releasing uncommitted funding and reducing the scope of current programs.
