Idle Moments wine shop secures licence variation for on-premises consumption and music

Idle Moments wine shop has successfully obtained a licence variation to sell alcohol for consumption on the premises and to include recorded music on Thursday, Friday, and Saturday evenings. The decision was made by the Licensing Sub Committee of Tower Hamlets Council on Thursday, October 1, 2026, following an application for the premises at 86 Columbia Road, London E2 7QB.

The variation allows for alcohol sales from 11 am to 10:30 pm Monday to Wednesday and Sunday, and from 11 am to 11:30 pm on Thursdays, Fridays, and Saturdays. Recorded music will be permitted from 11 pm to midnight on Thursdays, Fridays, and Saturdays.

The decision followed objections from local residents, Timothy Adler and Ruaridh Mollica, who had expressed concerns about potential noise disturbance, the transformation of the shop into a bar, and the impact on residential amenity. However, the applicant, represented by brothers Amit and Aneesh Patel, argued that Idle Moments is an established specialist wine shop and the proposed changes represent a modest evolution of the business, not a conversion into a pub or late-night music venue. They highlighted their five-year track record of responsible operation, including successful wine tastings under temporary event notices, and their experience operating other licensed premises in Hackney.

Addressing Concerns and Ensuring Amenity

To address residents' concerns, several conditions were agreed upon. Amplified music will be ancillary to the primary use of the premises and kept at a background level to avoid disturbance. The owners intend to play recorded music at a background level, aiming to create a mature and calm atmosphere within their intimate space. The manager will be responsible for ensuring that volume levels comply with the submitted noise management plan and do not disturb neighbouring premises.

Measures to prevent overcrowding and manage on-premises consumption include limiting patrons smoking outside to three at a time, with a condition prohibiting patrons from taking drinks outside the premises when they go to smoke. The small only 500 square feet shop intimate space has an estimated maximum capacity of 20 to 30 people perhaps at maximum at any one time.

Furthermore, there will be no deliveries or waste collections between 10 pm and 8 am. The modest evolution of the business will be distinguished from a pub or late-night music venue by the ancillary nature of the music and the limited capacity of the premises.

Applicant's Experience and Licensing Context

Councillor Shahaveer Shubo Hussain, chairing the committee, noted that the proposed hours were within the council's licensing policy and less than neighbouring premises, such as the Birdcage pub and the Royal Oak. The Birdcage pub's licensed hours are Monday to Sunday from 10:00 to 01:00, with late-night refreshment until 01:00.

Brothers Amit and Aneesh Patel have a five-year track record of operating the site at Columbia Road responsibly and have already tested on sales by temporary event notices which we have used to run wine tastings at the site. They also have also operated three other licensed premises in neighbouring Borough Hackney one of which has been running for 13 years, demonstrating significant experience in managing licensed premises with on-sales alcohol.

The committee also considered a complaint from May 27, 2026, regarding the sale of alcohol from the premises without a licence. This complaint was formally disregarded as the premises obviously have a license, and therefore, no action was taken.
