Hackney Council defers decision on 22 new homes at Wayman Court Car Park
Hackney Council's Planning Sub-Committee has deferred a decision on plans to build 22 new homes on the site of Wayman Court Car Park in Eleanor Road, E8 1DN, pending further information.
The committee met on Wednesday, October 7, 2026, to consider the proposal, which involves the demolition of existing garages and structures to make way for the new residential dwellings. The plans also include associated amenity space, landscaping, and public realm improvements.

The proposed residential mix for the 22 new homes is detailed as follows: 8 units (36%) will be for private sale, comprising 6 x 3-bedroom units and 2 x 4-bedroom units. The remaining 14 units (64%) will be for social rent, including 7 x 1-bedroom units, 4 x 2-bedroom units, and 3 x 3-bedroom units.
Several individuals spoke in objection to the application, including Olivia Gordon, Melissa Simmonds, and Sean Erat. Jenifer Langton from LBH Development Management spoke in support of the proposal.
The decision to defer was made to allow for more information to be gathered and presented to the committee at a future meeting. Specifically, the council is seeking further details on housing supply and the impact of the proposed development on meeting housing need. Discussions with ward councillors of adjacent wards are also required, alongside potential trials for the use of alternative premises for TRA (Tenant Resident Association) ahead of a planning decision. Full details of availability and access arrangements for alternative facilities, including commitments from the facility provider, are also needed. Furthermore, an analysis or evidence of other community spaces used by TRAs that have been converted to residential is required.
Regarding the loss of car parking at Wayman Court, the applicant submitted local parking stress survey data compiled in accordance with the Lambeth Methodology. This survey indicated that only 16 parking spaces were occupied in a worst-case scenario, and that surrounding streets have sufficient capacity to accommodate displaced vehicles. The Council's Highways and Parking teams have concurred with these findings. However, the precise expected impact on local parking availability and demand has not been quantified beyond these statements.
