Ealing Council approves Greenford Park redevelopment with significant biodiversity net gain

Ealing Council's Planning Committee has approved plans for the redevelopment of Unit 3 Greenford Park, which will significantly boost the borough's biodiversity targets and create modern employment opportunities.

The decision, made on Wednesday 21 October 2026, saw the approval of a planning application for the demolition and redevelopment of the site at Auriol Drive, Greenford, to provide two modern warehouse buildings with ancillary office floorspace. The proposal will increase industrial floorspace on the 2.8-hectare site from 10,463 sqm to 18,043 sqm.

A key aspect of the development is its commitment to environmental sustainability. The proposal is set to achieve a Biodiversity Net Gain of 51.49%, far exceeding the statutory 10% requirement. This significant gain will be achieved through on-site habitat measures including modified grassland, amenity shrub planting, green roofs on cycle stores, new native trees, and hedgerows.

Further environmental benefits include the development achieving a zero-carbon target on-site. This will be realised through a fabric-first approach with building fabric performance beyond limiting Part L standards, an air permeability target of 4 m³/hr/m² at 50 Pa, high-performance glazing, energy-efficient LED lighting with occupancy controls, zonal thermal and lighting controls, variable-speed pumps and fans, enhanced pipework and ductwork insulation, and mechanical ventilation with heat recovery to office areas. Additionally, 1,516 roof-mounted solar panels and air-source heat pumps for heating and cooling office areas will contribute to the zero-carbon goal.

Financial contributions totalling £730,102 have also been secured through a Section 106 agreement. This funding will be allocated to various improvements, including £50,000 for active travel mitigations, £3,000 for travel plan monitoring, and £30,000 for local cycle network improvements. A substantial £180,430 will support the Air Quality Action Plan, with £7,462 designated for renewable/low-carbon energy monitoring. The agreement also includes £300,000 for affordable workspace contribution, £75,000 for employment, training, learning and skills delivery, and £63,910 for tree planting. A further £20,000 is allocated for S106 monitoring, and £300 for the council's planning professional costs.

The redevelopment will also provide modern employment floorspace, supporting local economic activity and contributing to local jobs. Concerns regarding traffic impact have been addressed by the Transport Assessment, which predicted fewer vehicle movements than the existing lawful use. It forecasts approximately 300 daily two-way car movements under a B2 scenario and 283 under a B8 scenario, compared to 1,017 existing daily car movements. Mitigation measures include the provision of 75 car parking spaces (a reduction from approximately 150 existing spaces), 30 EV charging points, and 68 cycle parking spaces. A Parking Management Plan will be secured by condition, and financial contributions will fund transport improvements, including a new zebra crossing on Oldfield Lane North and a new active travel-only connection to either Carr Road or Rothesay Avenue.

The project is expected to be completed in line with the approved plans and conditions. Further details on the planning application can be found in the Public reports pack for the Planning Committee meeting on Wednesday 21 October 2026 here.
