Croydon's ambitious transformation plan, aimed at overhauling the council into a more efficient and resident-centred organisation, faces potential disruption as the government considers intervention. The possible appointment of commissioners could significantly impact the Future Croydon Transformation Plan (2024–2029), its projected savings, and overall governance and risk management strategies.
At the time of writing, the government had indicated it was considering appointing commissioners to Croydon, which may impact the transformation plan, its savings, governance and risk. The work programme for the Scrutiny & Overview Committee may be subject to change depending on the government's decision on its intervention and any emerging risks during the year.
The update was presented at the Scrutiny & Overview Committee meeting on Tuesday, 22 July 2025, where members reviewed the Target Operating Model Update report. The report detailed the council's progress with the Target Operating Model (TOM), a key component of the transformation plan. Individual project progress is detailed in Appendix 1 TOM Project Progress, and the detailed risk register is provided in Appendix 2 - Transformation Risk Register.
The Scrutiny & Overview Committee was asked to note the contents of the Target Operating Model Update report and its appendices.
The Target Operating Model Update report also outlined strengthened governance arrangements designed to enhance accountability and support effective delivery. The Scrutiny Work Programme 2025-26 may be subject to change depending on the government's decision on its intervention at the council and any emerging risks during the year.
