Ealing Council is investing in artificial intelligence (AI) training for its employees as part of a broader workforce strategy aimed at fostering continuous learning and improvement. The programmes are funded through corporate budgets and the utilisation of the apprenticeship levy. The initiative was highlighted in a workforce strategy progress report presented at the Strategy and Change Scrutiny Panel meeting on Tuesday, 22 July 2025.
The Ealing Council Workforce Strategy aims to develop the existing workforce, attract and retain hard-to-recruit technical and specialist staff, foster a culture of continuous learning and improvement and align workforce development with the council's strategic priorities and community engagement goals. The council has been supporting employees to adopt new technologies, including AI, by providing access to Co-pilot with the introduction of Windows 11. Exploration on using Magic Notes in social care roles has been adopted by Adults, whilst Children's services are currently in the testing and pilot phase. In addition to Co-pilot and Magic Notes, the council is building a new applicant tracking system for recruitment which will enable automation and AI in the recruitment process, improving the experience for managers and candidates.
According to the Workforce Strategy Progress Report, the council has made significant strides in several key areas:
- People Manager Fundamentals Programme: Launched for managers at grade 15 and below, providing core skills in people management and governance.
- Induction Review: Updated induction programmes for employees and managers to prepare the workforce for increased community involvement, ownership, and decision-making.
- Leadership Development: Procurement is underway for leadership development programmes at Levels 3, 5, and 7 using the apprenticeship levy.
- Apprenticeships: The council has committed to employing 30 apprenticeships per year, with twenty-two apprentices currently in place across various directorates.
- Inclusive Mentoring Scheme: Continues to support employees and managers.
- Career Pathways: Pathways and career grades have been created for hard-to-recruit professional roles.
