The North Central London Joint Health Overview and Scrutiny Committee convened on 12 September 2025, to discuss the reconfiguration of the North Central London Integrated Care Board (NCL ICB). The committee, composed of councillors from Barnet, Camden, Enfield, Haringey, and Islington, addressed various aspects of the proposed changes, aiming to improve healthcare delivery across the region.
During the meeting, the committee reviewed the Public reports pack, which included updates on the St Pancras Hospital Transformation Programme and the NCL Integrated Care System (ICS) finance update.
The primary focus of the NCL ICB reconfiguration is to improve the delivery of healthcare services across North Central London. The committee discussed the potential implications of the reconfiguration on patient care and service accessibility.
One key item discussed was the St Pancras Hospital Transformation Programme, which aims to redevelop the St Pancras Hospital site and improve mental and physical healthcare services for patients in North Central London. Several NHS organisations run services that are proposed to move off the St Pancras Hospital site as part of the programme. These services are commissioned by the NCL ICB, which is also a partner in the programme. While the NCL ICB Reconfiguration is a separate agenda item, the committee acknowledged the interconnectedness, recognising that the St Pancras Hospital Transformation Programme involves services commissioned by the NCL ICB.
The committee also addressed the structure of the Joint Health Overview and Scrutiny Committees (JHOSCs). Members decided to maintain the two separate JHOSCs, merging them for special meetings as needed. This approach was favoured to ensure focused attention on specific issues while allowing for broader collaboration when necessary.
Councillor Pippa Connor (Chair of the Adults and Health Scrutiny Panel) chaired the meeting, with Councillors Larraine Revah (London Borough of Camden) and Andy Milne (London Borough of Enfield) serving as Vice-Chairs. Other attendees included Councillor Tricia Clarke (London Borough of Islington), Councillor Kemi Atolagbe (London Borough of Camden), Councillor Philip Cohen (London Borough of Barnet), Councillor Joseph Croft (London Borough of Islington), Councillor Paul Edwards (London Borough of Barnet), Councillor Chris James (London Borough of Enfield), Fola Irikefe, and Councillor Matt White (Chair of Overview and Scrutiny Committee).
