Lambeth Council is restructuring its senior management team in a move expected to save the authority approximately £1 million. The restructure, which includes changing the title of Strategic Directors to Corporate Directors, aims to reduce the number of senior management posts by 20%, decreasing the number of directorates from seven to five. The new senior management structure, consisting of five Corporate Director roles, will be in place from 1 October 2025.

The council expects the senior management restructure to deliver savings to its budgets, but the specific allocations will be detailed once all phases of the restructure are finalised.

The Appointments Sub-Committee met on Monday 15 September 2025 to discuss the recruitment process for four Corporate Director positions: Growth & Environment, Housing, Integrated Care Board & Adults, and Resources. According to the Public Reports Pack Monday 15-Sep-2025 09.00 Appointments Sub-Committee, the recruitment process was ringfenced for current Corporate Directors, who were asked to apply by confirming their interest and providing a supporting statement.

Expressions of interest were received from four existing Corporate Directors. Two applications were received for the Corporate Director Integrated Care Board & Adults, one for the Corporate Director of Housing, two for the Corporate Director of Growth & Environment, and one for the Corporate Director of Resources.

Technical assessments were scheduled for the week commencing 9 September 2025, and interviews were scheduled for 15, 18, 19 and 25 September 2025. The timetable for the remainder of the recruitment process is:

  • 26 September 2025: If appointment made the Well Founded Objection process begins
  • 30 September 2025: End of Well Founded Objection process

Offers of employment will be made if there are no objections from any member of the Cabinet. Councillor Claire Holland, Leader of the Council, in consultation with the Director of Human Resources and Organisational Development, will determine the final contractual arrangements.

The Corporate Director Growth and Environment role is responsible for leading the development and delivery of the council's Regeneration and Growth Strategies, enhancing socio-economic and environmental growth across Lambeth. The role also directs the delivery of efficient and cost-effective Environment, Planning and Enforcement services, supporting key strategic and statutory requirements.

The report pack recommended excluding the press and public from the meeting due to the confidential nature of the information to be discussed, specifically candidate reports which are exempt from disclosure under the Local Government Act 1972.
