Merton Council is considering the implementation of a landlord licensing scheme as part of a broader effort to improve housing standards and address related issues in the borough. These issues include resident feedback on housing associations, and the council is also considering opening a housing revenue account.
The proposal was discussed at the Sustainable Communities Overview and Scrutiny Panel meeting on Tuesday, 16 September 2025, as part of the panel's review of its work programme for 2025/26. The agenda for the meeting can be found in the Agenda frontsheet.
The panel, chaired by Dan Johnston, will review and scrutinise the Landlord Licensing Scheme prior to a decision by the cabinet, to contribute to the quality and robustness of the cabinet's decision-making.
