Kensington and Chelsea's Planning Applications Committee has approved a planning application for a single storey side extension at first floor level at 7 Cathcart Road, despite objections from a neighbour citing concerns over overshadowing and loss of light.

At a meeting on Tuesday, 23 September 2025, the committee heard from Martin Laggard, an objector who stated that the permanent sense of harmful overshadowing, towering enclosure, and detrimental effects on living conditions totally remain, along with a significant reduction in sunlight and loss of view and vista blocked off by the new extension.

Stephen Carroll, presenting the application, countered that the submitted proposals addressed concerns raised during the pre-application stage.

The committee, composed of Councillors James Husband (Chair), Sam Mackover, Emma Dent Coad, Will Lane, and Lloyd North, ultimately sided with the applicant. The application was approved with conditions set out in the report for 7 Cathcart Road. These conditions, detailed in the report, included restrictions on the use of the extension's roof as a terrace (condition 5).

The committee determined that the daylight and sunlight impact was acceptable, given the orientation of the site.
