Richmond upon Thames has been awarded £7 million to fund green projects across the borough, as discussed at a Finance, Policy and Resources Committee meeting on Thursday 25 September 2025. The total cost of the Public Sector Decarbonisation Scheme Phase 4 (PSDS) projects is £8.94 million, which includes the £7 million in PSDS funding and a council contribution of approximately £1.9 million.

The funding comes from Phase 4 of the PSDS, and the projects are expected to be delivered over three years, concluding in the 2027/28 financial year, according to the Public Sector Decarbonisation Scheme Phase 4 Award report.

The proposed projects span five key sites and include:

  • Roof and wall insulation
  • Heat recovery systems
  • Internal heating pipework insulation
  • Non-remotely managed building energy management systems (BEMS)
  • Air-source heat pumps
  • Solar PV installations

The sites earmarked for these improvements are Teddington Pools, Briar House, Sheen Lane Library, Orleans House Gallery, and Pools on the Park.

The PSDS 4 project programme is expected to significantly impact Richmond's progress toward becoming carbon neutral by 2030 and achieving net zero by 2043.

The Public Sector Decarbonisation Scheme Phase 4 Award report noted that the projects are projected to reduce annual carbon emissions by 951 tCO₂e and cut energy use by 82% among the selected sites. The report also outlines the specific projected energy savings and carbon emission reductions for each of the five sites:

  • Teddington Pools: 382 tCO2e annual carbon savings, 72% annual energy savings
  • Briar House: 60 tCO2e annual carbon savings, 90% annual energy savings
  • Sheen Lane Library: 66 tCO2e annual carbon savings, 95% annual energy savings
  • Orleans House Gallery: 30 tCO2e annual carbon savings, 82% annual energy savings
  • Pools on the Park: 413 tCO2e annual carbon savings, 89% annual energy savings

Following the committee's discussion, officers in the Growth and Place Directorate will develop a draft Richmond Growth Plan, subject to the Committee's approval. This plan will be developed in collaboration with council teams and through consultation with key stakeholders.
