Ealing Council is set to upgrade its housing infrastructure, focusing on buildings constructed in the 1960s, following the approval of new contracts at a Cabinet meeting on Wednesday, 15 October 2025.
The approved contracts aim to address the ageing condition of mechanical, electrical, and plumbing (MEP) services within high-rise buildings (HRBs) and lower-level blocks. The council has stated that these systems are significantly past their estimated lifecycle and have been underinvested in for several years. The approved contract will deliver the M&E (mechanical, electrical, and plumbing) improvement work programmes.
The Cabinet approved awarding the contract for an initial term of five years, with the option to extend for up to a further five years, to Axis Europe and W.G Wiggingtons to deliver the M&E improvement work programmes. This decision grants authority to the Strategic Director of Housing and Environment to exercise the extension options.
The council noted that the upgrades are necessary to prevent failures of lateral and rising mains, as well as issues within individual homes, which are currently impacting residents and increasing annual costs due to repairs and temporary power measures.
